Pat Doran

Pat founded Global Energy Consulting in May of 2008 after retiring from the Independent Electricity System Operator (IESO).  Global Energy Consulting offers professional consulting services to the North American electricity sector, specializing in power system reliability and electricity markets.

The IESO is one of the successor companies of Ontario Hydro and is responsible for managing the operation of the Bulk Power System and since the market opened in May 2002, the deregulated wholesale markets in the province of Ontario. Prior to retiring, Pat was the Manager of Market Facilitation, where he supervised a staff of 40 and reported directly to the IESO’s Chief Operating Officer.  He was responsible for the provision of near-term forecasts and assessments, outage assessments, deployment specific operating limits, transmission rights auctions and the software applications used to operate both the Bulk Power System and the IESO administered markets.  This included integration of transmission and generation facilities into security and adequacy plans for control room implementation.  Pat has over 32 years of experience in the electricity utility business.   He spent the majority of this time operating and managing bulk electricity system operations.

During Ontario’s transition from a vertically integrated electricity industry to an open market, Pat contributed to the development of the market rules, the energy management tools, market procedures, and training of IESO staff and external market participants.  Pat is the past Chairman of the NPCC Task Force on Co-ordination of Operation and was a member of the NERC Interchange Subcommittee.
